I wouldnt say the generals in the final era were all mediocre. There were some stand out talents like Lu Kang, Yang Hu, Deng Ai, Wen Yang, and a few others. In fact, we are seeing the problems of Nepotism IRL even now in everything from Politics to Hollywood across the world. Nepotism doesnt even mean they have to be related, really. Since "Who you know" becomes more important than what you are capable of becomes the way of things, leaving true talent to waste away while mediocrity reigns.

I find it odd though, when he refers to them as the "white huns" when they werent really white. They were really no more or less warlike than everyone else for most of their time. These tribes practically bordered around all of China, who really only treated them as part of China when it was beneficial to do so, but they were largely a separate people.
